GAGE is an engine designed to make developing 2D games in Java easy. All source code is included so that you can modify the APIs to meet your needs. There's no special licensing either. You can use it in your commercial or hobby games at no cost. The only request (which is not a requirement) is that you email the author and tell him if you used GAGE successfully.
The API breaks down into three main libraries:
